Dislocated Workers

The examples provided above across community colleges, intermediaries, and vocational training providers represent successful models for creating pathways forward for the majority of adults who are not on a path toward a four-year degree. Many of these experimentally verified training programs are effective in moving low-wage workers and young adults up the job ladder. But the understanding of what is effective for middle-aged employees who are dislocated by trade, technological change, or even COVID-19 is considerably weaker. Most experience with retraining middle-aged and older employees comes from programs funded through WIOA and from training funded by a separate program that targets workers who lose their jobs as a result of trade (the Trade Adjustment Assistance program, or TAA). Evaluations of these programs show mixed results: a TAA study suggested that close to 75 percent of participants found jobs, but with earnings replacement ratios of 75 to 85 percent, depending on age. Other well-designed and well-managed programs with community colleges (as part of the TAA Community College and Career Training program) reported significant positive employment gains.26 Much work remains to understand how best to serve dislocated workers, particularly those with less education. Significant barriers exist for these workers, including how they perceive training and the challenges they face in obtaining it.27 No doubt the COVID-19 crisis will create ample opportunity to try to help such workers, and the country should accordingly invest in developing and rigorously evaluating programs that offer promising approaches.
